Toggle rule set on or off
I'd like to be able to toggle my rule sets on or off so I can create several rules and toggle the ones on I want to use for that deployment. A centralized rule repository or library might be fun for the community for quick creation and inspiration

Now that I am playing with my Twine it is clear that I will have different rule sets that I want to enable/disable to demo the functionality.
